Lahore High Court (LHC) on Wednesday imposed on his registrar office to rethink a petition that challenges Pakistan Peoples People (PPP) President Bilawal Bhutto Zardari’s eligibility as a member of the National Assembly, following objections to the filing is processed.
Justice Khalid Ishaq issued the Directive during the preliminary consultation of a constitutional petition filed by Ashba Kamran.
The petitioner claimed that Bilawal Bhutto Zardari’s simultaneous connection to two different political units – PPP and Pakistan Peoples Party parliamentarians (PPPP) – constitute a violation of section 203 (3) of the Electoral Act, 2017.
According to the petition, Bilawal serves as chairman of PPP, which uses the electoral symbol “Sword” while he was elected to MNA in 2018 and 2024 parliamentary elections from PPPP, which uses the symbol “Arrow.”
Kamran claimed that both units are separately registered in the Election Commission in Pakistan (ECP) and that double membership in both contradictions with electoral legislation and constitutional obligations.
“The ECP, despite being the constitutional guardian of the electoral process, failed to enforce section 203 (1).
She maintained that Bilawal’s dual role led one party while disputes elections under another, not only is in violation of the Electoral Act, but also Article 5 of the Constitution that requires loyalty to the state and compliance with the Constitution.
In addition, she claimed that the practice deceived voters and violated Article 4, which ensures equal protection and justice under the law.
Kamran also requested that the Court convene secretary general and information secretaries for both PPP and PPP-P to produce documentation from the ECP certificates in accordance with section 209, which clarifies Bilawal’s official term. She argued that Bilawal’s continued leadership of PPP, despite being an elected representative under the PPP banner, is misleading and legally unsustainable.
Highlighting that Bilawal was elected uninformed as PPP chairman in the election of parties held in January 2021 and again in April 2025, Kamran claimed that such double roles were not only illegal but compromised the credibility of the democratic process.
