Islamabad:
Director of Inter Board Coordination Commission (IBCC) Dr. Ghulam Ali Mallah has announced that Pakistani intermediate certificates will soon be directly accepted for recordings in foreign educational institutions.
In a speech with Express Pakinomist in an exclusive interview, he revealed several reforms aimed at digitizing the certification and verification process.
Dr. Mallah confirmed that IBCC was in active consultation with Britain’s ECCTIS for having Pakistani intermediate certificates recognized for direct university recordings in the UK, adding that progress with other countries and foreign boards was also made.
“The goal of IBCC is to protect the integrity of educational qualifications in Pakistan,” he noted.
He said that the long -standing requirement of sealed verification conventions from different educational board has been abolished. All 29 education and technical boards of Pakistan have now initiated online verification systems.
He added that the online verification of religious seminar information will soon begin.
In order to streamline paperwork and processing times, IBCC has launched an online application system for equivalence and attesting through which certificates are now issued with QR code-based approval.
“In 2023, chairman of the chairman of the built-in was transformed into the Inter-Board Coordination Commission through a parliamentary act, giving it a new direction,” Dr. Mallah.
He said IBCC is now regulating foreign education qualifications in Pakistan and has developed a regulatory framework for foreign boards registered through an active online portal.
“We evaluate foreign boards based on 15 well -defined criteria. Our goal is to ensure that only credible qualifications are recognized for equivalence in Pakistan,” he added.
Dr. Mallah joined IBCC as secretary on October 19, 2020, originally a two-year contract, which was later extended by three years due to his performance. Under the law, his current appointment is a permanent transfer with his period of tenure now protected until retirement after a no no objection (NOC) from his overall university.
Among the most important digital reforms, automated verification portals have been launched for universities and institutions, enabling real-time updates via SMS and e-mail messages for any application submitted to IBCC.
A central database for educational registers is also being developed.
Public facility services such as social media support, a guideline and customer care tables have been introduced to deal with queries and complaints effectively.
Dr. Mallah said one of his primary goals after taking responsibility was to strengthen IBCC’s legal status. He actively consulted with legislators, provincial boards, legal experts and educational stakeholders to prepare and advocate for the IBCC Act, which now provides a robust framework for equivalence, attesting and coordination between Board.
“This legislation has improved IBCC’s credibility and operational performance significantly,” he noted.
He credited administrative reforms to improve the Commission’s overall efficiency, introduce a performance notification system for staff and improve interdeportal coordination. The changes have improved the delivery of services and restored public confidence in IBCC.
Larger reforms under his management include the introduction of conceptual and practical assessment models to move beyond the Rote learning, launch a model assessment framework to standardize evaluation across all boards and implement a new classification scheme aimed at reflecting real student performance and reducing social pressure on students for higher brands.
In addition, the brand “Supplementary Exam” has also been replaced with a “second annual study”, giving students two options a year to improve their results.
Similarly, other reforms that propose improved re-evaluation options include the creation of standardized academic calendars across all boards of intermediate and secondary education (Bises) and organizing teacher education programs to improve assessment standards.
