Balochistan -tabels over the RS1TR’s budget for FY26 with jobs, relief in focus

The Balochistan government announced on Tuesday an RS1.028 trillion budget for the financial year 2025–26 (FY26) with a profit of RS42 billion and focus on relief and public welfare.

The presentation of the budget said Balochistan Finance Minister Mir Shoaib Nosherwani that RS642 billion was set aside for non-development expenses, while RS249.5 billion was proposed for the public sector development program (PSDP) in FY2025–26.

Nosherwani said the total estimated expenses for the next FY26 were RS986 billion, while the amount of current operating expenses had dropped from RS43 billion to RS33 billion.

“The government has improved provincial income and set a target to generate RS 226 billion in revenue in the coming financial year,” he said.

“Development scholarships of RS66.5 billion for federally funded projects and RS 38 billion as foreign projects Assistance (FPA) have been estimated despite the provincial development program in the financial year 2025–26.”

He added that during the development budget, the RS would be used by 249.5 billion in approx. 3,633 ongoing schemes and 2,550 new development projects, with RS 18 billion earmarked for the installation of secure urban projects in eight cities in the next financial year.

The Minister of Finance announced that RS 4.5 billion had been proposed with regard to capital costs for purchasing necessary equipment and machines – RS6 billion less than the year before – and RS113 billion had been designated for grants for departments.

Nosherwani also stated that the provincial government had successfully used the entire development budget for the current financial year.

The designation of education, health, climate change, law and order as priorities of the provincial government announced the minister’s establishment of 4,188 contract -based and 1,958 regular jobs to provide employment to the province’s youth.

To improve the financial state of the employees, the minister said the government had increased wages for employees from grade 1 to 22 by 10%.

Meanwhile, the provincial government announced an increase of 7% in pensions for retired employees.

“The budget is based on the province’s actual needs, economic capacity and the realities of the earth with the aim of ensuring balanced development across both urban and rural areas,” Nosherwani said.

The development budget of RS55.19 billion has been awarded the communication and work department, which is an increase of 19% from the current year, for the construction of roads and upgrading existing infrastructure, according to the minister.

“The government has allocated an RS42.78 billion development budget for the irrigation sector to increase agriculture and manage water resources. Larger investments are made in dams, ducts and water storage systems.”

Nosherwani said RS24.84 billion would be channeled to the development of the education sector – secondary and higher education – to upgrade educational infrastructure, hire teachers and introduce modern facilities.

“RS16.15 billion has been set for development budget for upgrading hospitals, recruiting medical staff and purchasing modern health equipment in FY26,” the minister announced.

For the Science and Information Technology Department, he said that RS12.66 billion had been awarded. As part of the “Digital Balochistan” vision, the government will promote e-Governance, Internet access and technology-driven services, according to the provincial minister.

“RS17.16 billion will be spent on supplying clean drinking water to the residents of the province, along with the improvement of sewage and wastewater control solutions throughout the province,” the finance minister said.

To strengthen municipal institutions and solve local issues effectively, Shoaib said RS12.91 billion was allocated to the local government department in the new budget.

In addition, an amount of RS10,17 billion had been earmarked for agriculture to support farmers through seeds, fertilizers and modern agricultural tools.

It was added that RS7.84 billion would be used on the energy department, focused on energy distribution and installation of renewable energy projects to tackle load and increase energy reliability.

A total of RS567.6 million is reserved for the department for mines and minerals to develop Balochistan’s rich mineral resources through modern and effective methods.

An estimated amount of RS154 million has been allocated.
