Bill filed in Pa to squeeze the Governor’s powers

On Monday, the Khyber-Pakhtunkhwa government tabled a bill in the provincial assembly to further cut the wings of the governor, who have already been replaced by the minister of chief as Chancellor of the Public Sectors. In this regard, the Department of Management Science (Change) Bill 2025 was presented in the Assembly and suggested changes to IM Sciences Ordinance 2002 to transform it into an action.

The bill also seeks to remove the governor as chairman of the board and transfer that authority to the Minister of Chief. To achieve this, a change has been proposed to section 10, Klause 1 of IM Sciences Ordinance 2002.

Once it has changed, the Minister of Chief will assume the role of chairman of the 13-member board council and replace the governor.

In addition, MPA Akbar Ayub Pak-Austria Fachhochschule Institute of Applied Sciences and Technology Haripur Bill 2025 presented in the Assembly.

Similarly, Law Minister Aftab Alam introduced a bill to amend the Shariah Nizam-E-Adal regulation, specifically revision of the Khyber-Pakhtunkhwa regulation 2009, including section 6A, clause 1 and section 1, clause 2.

The revised regulation comes into force immediately and ensures the extension of assistant judges’ tenure based on performance rather than temporary extensions.

Cabinet members fail to address queries

During the assembly session, cabinet members were unable to answer questions about their respective departments.

Due to unsatisfactory answers from irrelevant MPAs, all questions discussed during the questioning time were referred to the respective standing committees.

Government and opposition members raised concerns about wildlife, forests, industry, environment, minerals and health departments. However, due to the absence of most cabinet members, their inquiries were answered by other government representatives whose answers were considered inadequate.

As a result, the chairman’s panel referred all these questions to the standing committee. Some tax members even criticized their own government and raised concerns about the department’s performance. The session was led by the panel by chairman Taj Muhammad.

Forest department under control

During the question, MPA Abdul Ghani asked about the number of plants purchased by the forest department from a private kindergarten in Khyber’s district in the last four years and the outstanding payments.

He claimed that the department’s response was unsatisfactory and that the private kindergarten still owed Rs. 9 million.

In response, Law Minister Aftab Alam stated that the payment had already been made and asked MPA to provide proof so that appropriate actions could be taken.
