Benazir Income Support Program (Bisp) is set to roll a retail-based payment model that starts on Monday, replacing its traditional campsite payout system to protect the recipients from the ongoing serious heat wave, reported state TV PPTV.
The new system aims to provide safer, more worthy and accessible cash transfers, especially for vulnerable groups in high temperature regions.
As part of field preparations, Bisp visited additional secretary Dr. Tahir Noor District Khanewal to review the emergency preparedness for retail stores and coordinate with district teams and partner banks.

“The retail model is introduced to give the recipients an improved experience through practical access points, biometric verification and a more transparent process that includes printed receipts,” Dr. Noor.
He repeated the government’s obligation to ensure that cash payments are handled with respect, efficiency and transparency. He also instructed partner banks to guarantee that all retail stores are fully operational, with trained staff, biometric verification systems, consistent Internet connection and clear signage to help recipients.
Dr. Noor instructed the BISP field staff to intensify the communication efforts so that the recipients are well-informed about the new payment process prior to the rollout.

Earlier this week, he visited Multan and Bahawalpur as part of a broader supervision trip in South Punjab. There he held meetings with bisp officials and financial partners to strengthen coordination prior to the system’s launch. “All stakeholders, including Bisp staff, banks and local authorities, must focus on delivering full payments with dignity and ease,” he said.
According to the new model, the recipients are advised to visit only their designated retail stores with their original CNICs to collect the full amount in quarter 4 tranche along with printed receipts.
Any problems or complaints can be reported at local BISP TEHSIL offices or through the program’s guideline of 0800-26477.
The move marks a major step in Bisp’s shift towards citizen -focused and transparent delivery of social service aimed at improving the access and dignity of Pakistan’s most vulnerable society.
