Republican lawmakers in California aimed at Government Head of General Newsom and the State Education Department and Athletics Association, after refusing to comply with the US Education Department’s Civil Rights Office (OCR) decision -making agreement after it was found to be in violation of title IX for having allowed trans athletes to compete in girls’ sports.
American rep. Kevin Kiley and State Representatives James Gallagher and Kate Sanchez released declarations after Education Secretary Linda McMahon made the California Department of Education (CDE) and California Intercholastic Federation (CIF) reject Trump administration’s requirements.

“California’s obvious ignoring of young women’s and girls’ safety and bourgeois rights is shameful,” Kiley said in a statement. “The state’s political leaders are willing to lose federal funding to maintain the deeply unreasonable policy of giving biological men the opportunity to compete in women’s sports. This is a clear violation of federal law and common sense.
“As chair of the Sub-Committee of the K-12 education committee, I will use any tool to seem to be available to keep the state’s politicians responsible, protect our student athletes and restore integrity to female athletics.”
Gallagher said the question of having trans athletes in girls’ sports boiled down to justice.
“California continues to push the dangerous insanity by letting men compete in women’s sports,” he said. “This is about justice, security and the rule of law. Superintendent (Tony) Thurmond and Governor Newsom jeopardize school sports programs throughout the state, all to reassure a radical agenda and promote their political careers.”

Sanchez added, the “Newsoms Department of Education Obviously Title IX” and “doubled.”
“They refuse to protect girls’ sports for biological girls. It is a shocking violation of civil rights that can cost California billions in federal funding of education.”
Pakinomist Digital reached out to the California Department of Education for Comment.
McMahon shared CDE -General Attorney Len Garfinkel’s letter to OCR regional director Bradley R. Burke Monday.
“The California Department of Education (CDE) received the US Ministry of Education for Civil Rights’ (OCR’s) June 25, 2025, letter to find and proposed decision-making agreement in the above OCR case,” the letter reads.
“CDE is respectfully disagreeing with OCR’s analysis and it will not sign the proposed decision -making agreement.”

McMahon also shared CIF’s response from its general adviser, Diane Marshall-Freeman.
“The California InterScholastic Federation (CIF) Office of the General Adviser for the General California Intercolastic Federation (CIF) receives your letter, dated June 25, 2025, addressed to Dr. Ronald W. Nocetti, CEO of CIF,” Marshall-Freeman wrote. “I am writing in response to your request that CIF informs you ‘in writing before noon Non, Eastern Time, July 7, 2025,’ whether CIF will sign the US Ministry of Education, Office for Civil Rights’ (‘OCR’) proposed decision -making agreement in the above case.
“In response to your request, please advise that CIF matches the answer from California’s Education Department (” CDE “), which was submitted to your office earlier today, on July 7, 2025.
“California has just rejected our decision -making agreement to follow federal law and keep men out of women’s sports,” she wrote on X. “proves Gov. Newsom’s recognition that ‘it’s a matter of justice’ was empty politically magnificent.

OCR announced late last month that CIF and CDE were in violation of title IX.
The message came weeks after Transgender High School Track and Field -Aatlet AB Hernandez won medals in girls’ competitions during California’s state championships. The transient athlete’s participation in the events triggered nationwide indignation, specifically from President Donald Trump, after signing “No men in women’s sports” executive order banning transnry athletes to compete against biological girls and women in sports.
