Rawalpindi:
The controversy of the allocation of party two and lots Three contracts from Chahan Dam to Rawalpindi during the Dream project could not be solved.
Project Director Hamza Salik was removed from his position, and further secretary financing Omar Javed was appointed the new project manager. The cancellation of the contract to supply 12 million gallons additional water a day after the end of the party two and party three contracts at a price of RS20.4 billion funded by the Asian Development Bank was suspended by High Court.
The court also issued instructions to resolve the case within two weeks. Rawalpindi will be able to get 17 million liters of extra water a day after the end of the project from Lot One to Lot Four.
The contract for party One of the projects was awarded to China Construction Third Engineering at a price of RS6.36 billion, while the contract for Party Fire was awarded Mrs. Metracon BDL and the Turkish company Five H inserted at a price of RS7,19 billion. Work on both contracts is in progress. With the end of these projects, Rawalpindi gets 5 million liters of extra water a day from Khanpur Dam and Rawal Dam.
In addition, the Joint Venture company of the project had objected to the award of the contract for party two and party three to the Turkish company Five H inserted at a price of RS20,40 billion. The project director had canceled the contract for the recommendation of the DREAM Project Management Committee following Facts-Finding of Chief Minister Inspection Team on objection from the Joint Venture Company in the project.
When the company challenged the decision in the Rawal Pindi bench in Lahore High Court, Justice Jawad Hassan suspended the decision of the project director and WASA MD and instructed them to resolve the case by mutual agreement with the Turkish company within two weeks.
However, after the meeting of the DREAM PROJECT meeting, the project director for the Dream Project, Hamza Salik, was removed from his position, and further secretary Finance Omar Javed has been appointed the new project director for the Dream Project.
Now, in the light of the court’s decision, the DREAM Project Management Committee will decide to award the contracts for two and party three. If the question of the allocation of the contracts in Lot Two and Lot three is dragging on, the implementation of the loan -funded project in the Asian Development Bank may be delayed.
