Islamabad:
The federal government has not yet found appropriate federal secretaries from the private sector to operate the most important economic ministries, as the deadline given by Prime Minister Shehbaz Sharif to card list the potential candidates have also lapsed.
The sources interested in the internal discussions said a committee has met a few candidates from the private sector to hire them for running the energy divisions.
The premiere was also chairman of a meeting in the fourth week of the last month for the main hunt for the main accounting officers (PAOs) who will act as secretaries in addition to ending the profiles of the candidates to hire technical experts in these ministries.
After the meeting last month, the Prime Minister had instructed the establishment department “to end the process of short -listing the panels in PAOS” within three weeks, the sources said. He had also asked to share the profiles of the candidates for the remaining technical attitudes towards the ministries.
The deadline has lapsed, but so far there are no formal progress in the case, the sources said.
Minister of Economic Affairs and Establishment Ahad Khan Cheema did not answer a question whether the list of shortlisted candidates had been shared with the Prime Minister.
Last month, the government published a media ad sought professionals in the private sector for the best civilian roles, which also triggered concern among some federal ministers and bureaucrats on the potential influence of governance and institutional integrity.
According to the business rules in 1973, the federal secretaries are the administrative executives of the respective departments and are responsible for smoothly operating the government of the government. However, there has also been concern that the government’s work has been slowed down because of the bureaucratic inefficiency and that there was a need to bring fresh experienced blood from the private sector.
But the sources said the committee was to choose that the candidates could not find appropriate persons during its interactions. The government has engaged a foreign consulting firm that charges it a beautiful fee for headhunting purposes.
The Prime Minister had also put together the committee for recruiting the best workforce, adaptation of ministries with modern systems and improving management through reforms.
The sources said the majority of these candidates have a good professional background, but they lacked knowledge and know -how about the policy formulation and functions of the ministries concerned. Some of these potential candidates were also concerned about the continuity of their roles in the event of a change of political exemption, the sources added.
The advertisement, published on the establishment department site, did not name the divisions, the qualification criteria and the job descriptions. However, it suggested that the government is set to hire seven federal secretaries from the private sector to operate the financial -related ministries.
This is the finance department, petroleum department, Power Division, Planning Department, Industries and Production Department, National Food Safety Department and Vocational Education and Education. These departments are currently led by officers from the powerful Pakistan Administrative Service (PAS).
The federal government had, for a few years back, gave 140% executive reimbursement to the bureaucrats on the grounds that officers from provinces were not ready to work at the center due to better wage packages offered by the federal units.
Another committee to improve the effectiveness of the government is also working under Deputy Prime Minister and Foreign Minister Ishaq Dar. The committee also met on Tuesday and focused discussions about the promotion of a management model that is transparent, credit-based and technologically driven with clear and objective performance assessment criteria, according to a statement from the VicePM office.
The goal is to establish a system that is result -oriented, responsible and responsive to public needs, added it. Ishaq DAR emphasized the importance of institutional efficiency, evaluation mechanisms and the supply of concrete results to improve the supply of public service.
The sources said that the prime minister, in addition to ending the potential candidates, was also again asked to review investment portfolios and identify a wide range of high -profile and strategic investment projects.
The government had engaged the foreign consulting firm in Kearney to end the projects for investing from the golf nation.
