Fate of suspended MPAs in Limbo as conversations stop

The negotiating committees for the Treasury and opposition legislators in the Punjab assembly met on Thursday to resolve the question of the suspension of 26 PTI MPAs. The two sides do not yet agree on what constitutes a legal protest and what is a ruckus.

The Treasury has linked the restoration of the 26 suspended MPAs with speaker Malik Muhammad Ahmad Khan’s last decision. However, the opposition has warned that its MPAs will not participate in any assembly sessions until the suspended legislators are restored.

In the third round of the negotiations, the Negotiating Committee apparently agreed to run the house in accordance with the decisions of the Business Advisory Committee and Rule 223 for the rules of the procedure for the Provincial Assembly in Punjab 1997.

An insider who does not want to be named told The Express Pakinomist that the opposition did not meet the tax chamber’s demand to provide documented insurance on compliance with five conditions placed in front of them.

The treasury’s side was of the opinion that everyone who spoke in the house must be given respect, heard without interruption, sloganering and noise. The treasury said there should be no room for any violent and violent behavior.

The opposition said they discourage violent and violent behavior, but protest is their right. The treasury agreed with it, but noted that there are democratic ways of protesting that must be adopted.

When he spoke with the media later, Minister of Parliamentary Affairs Mister Mian Mujtaba Shujaur Rehman said the government and the opposition side agreed on few conditions.

However, he said that assembly rules are very clear. “No one in Parliament, including chief minister Maryam Nawaz and opposition leader Malik Ahamd Khan Bhachar, will be interrupted,” he said.

Bhachar in his media lecture did not confirm that the opposition did not accept to arrange any protest or song slogans during someone’s speech in the house.

Sources interested in this case said it seemed that the opposition was given a safe exit in the negotiation’s name after strong pressure and criticism of the suspension of 26 MPAs.

He quoted opposition legislators and said no one could prevent them from exercising their protest. Undoubtedly, rules limit legislators from interrupting while someone is talking, but that does not mean that their protest will be snapped as the rules allow them.

However, both sides called the third round of the negotiations as a successful round.

Speaker Malik Muhammad Ahmed Khan suspended 26 PTI MPAs on June 27 to have created “Disorder, Ruckus and sang unseemly slogans” under Punjab -Ever Minister Maryam Nawaz in the house – under Rule 210 (3) of the rules of the procedure, provincial assembly of Punjab, 1997.

Then the speaker received applications from some state legislators who sought disqualification of the above -mentioned MPAs in accordance with Article 63 (2). 2, read with Article 113 of the Constitution.

Speaker Khan gave an opportunity to belong to the suspended MPA under Article 10-A in the Constitution to PTI’s suspended 26 MPAs in his chamber at the Punjab assembly. Later, a negotiating committee consisting of PMLN, allied parties and PTI was composed.

The speaker on Tuesday issued a press release that clarified that the members suspended in accordance with Rule 210 of the rules of the procedure 1997 would have the right to vote in the said election.
