The Pakistan Economic Survey for the financial year 2024–25, a central prior budget document that outlines the government’s assessment of the national economy, is officially launched today.

The investigation will be presented by the Federal Minister of Finance and Revenue Secretator Muhammad Aurangzeb, according to a statement from the Ministry of Finance.

The economic study serves as an important document prior to the annual federal budget, which offers detailed insight into the country’s socio -economic results over the outgoing financial year.

It highlights trends, results and challenges across major sectors, including agriculture, manufacturing, industry, services, energy, information technology and telecommunications, capital markets, health, education, transport and communication.

In addition, the study will shed light on developments in social protection programs, environmental sustainability and infrastructure.

The document will also present updated data on critical financial indicators such as inflation, trade and balance of payments, public debt, population growth, employment levels and climate change.

By offering a consolidated overview of these indicators, the study aims to inform the public debate and policy planning in the construction of the new financial year.

According to the annual plan Coordination Committee (APCC), whose recommendations were approved by the National Economic Council (NEC), Pakistan’s gross domestic product (GDP) growth rate for the financial year 2024–25 has been registered at 2.7%.

The target of GDP growth in the next financial year is set at 4.2%.

NEC noted that transfers witnessed a strong increase of 30.9% from July 2024 to April 2025, and for the first time the current account balance remained in surplus during this period.

The study will also highlight improvements in fiscal indicators, including a reduction in the tax deficit to 2.6% of GDP. The primary balance recorded a surplus of 3% of GDP, reflecting a more disciplined fiscal approach.

Due to improved economic basic conditions and proactive monetary policy measures, the political interest rate was gradually reduced to 11%. Meanwhile, credit grew to the private sector significantly, with loans that amounted to RS681 billion paid between July 2024 and May 2025.

NEC emphasized that recent signs of financial stabilization are the result of coordinated efforts from both the federal and provincial governments.

It stated that the country has now moved on a path to economic recovery and growth.

The agricultural sector played a particularly important role in strengthening national reserves and supporting financial expansion. A comprehensive strategy is currently formulated to ensure a stable and sustainable increase in agricultural productivity in the coming years.

With regard to development expenses, a total outlay of RS3,483 billion has been approved for the annual National Development Program (AndP) for 2024–25.

Of this amount, Rs. 1,100 billion was awarded to federal development initiatives, while RS2,383 billion was used by provincial governments for their respective projects.

The Economic Survey 2024-25 is expected to set the basis for the upcoming federal budget and guide Pakistan’s wider economic agenda as the country continues its efforts for fiscal consolidation, macroeconomic stability and inclusive growth.
