Khyber-Pakhtunkhwa Chief Minister Ali Amin Gandapur has decided to roll the recently piloted ‘e-fine system’ (Digital Muhasil) in all the relevant departments as part of a major push against e-Governance and digitization of the government in the province. The Minister of the Minister has issued a directive to the chief secretary and instructed all the departments concerned to take the necessary steps to implement the digital income system throughout the province. The ‘E-Fine System’ is a total and integrated digital platform for online collection of fines and fees imposed by the provincial government. Originally launched on a pilot basis in Peshawar, Abbottabad, Dera Ismail Khan and SWAT districts, the system has produced very encouraging results, which has led to a significant increase in revenue collection in these areas. According to official data, a total of 4,219 challengers issued in Peshawar have already been paid. Similarly, DI Khan has seen full payment on all 36 challenges issued, while in SWAT, 875 out of 891 challenges have been settled, and in Abbottabad 282 out of 289 challenges have been paid. The system has thus generated over RS30 million in revenue to date. The directive also states that the system has not only improved transparency and accountability in the income process, but has also improved the department’s performance. The most important thing is that it provides convenience to the public as citizens no longer have to visit government offices to pay fines and fees, saving them both time and resources. Given these benefits, the government intends to expand this modern online system to all departments imposing any type of fines. The directive emphasizes the need to establish an integrated coordination mechanism among all relevant departments and to develop a timeline -based implementation plan to ensure that the system is rolled out over the province as soon as possible. The government, which keeps an eye on the modern demands and public convenience, has decided to digitize the entire process of providing public services throughout the province. On the special instructions of Chief Minister Ali Amin Khan Gandapur, a digital public service catalog has been rejected to facilitate online delivery of public services. Currently, the catalog includes 106 public services from 26 departments, while the government has also decided to integrate all remaining services into this digital platform.
