A confidential document that allegedly postpone the Indian Intelligence Agency Research and Analysis Wing (RAW )’s involvement in a planned false flag surgery in Pahaldam has appeared on Messaging Platform Telegram, according to sources.

The document, described as a strategic directive on “Psyches Ops and Narrative Control,” has triggered widespread speculation about the alleged use of media manipulation and incorrect information to hit Pakistan’s Inter-Services Intelligence (ISI) to a planned attack in Indian-managed Kashmir.

According to sources, the leaked file includes detailed instructions on how the narrative should unfold in the wake of the attack. Specifically, it advised to delay the attribution of guilt to Pakistan by 36 hours to seem credible. However, Indian media allegedly began to assign guilt immediately, which sources claim undermined the strategy and vulnerable contradictions in the plan.

The document reportedly outlines a staged operation in the Anantnag district, including directives to insert field operatives in the form of monitoring of tourist activity and to mobilize media staff on stage 36 to 48 hours before the attack.

Within hours after the incident, the document indicates that artificial intelligence systems should be used to generate testimony, while manipulated videos would recreate the attack. Over 200 decentralized social media accounts were allegedly appointed to spread disinformation without relying on a central hashtag.

The document also contains specific message instructions indicating that the attack must be framed as targeted at the Indian state and non-Muslim communities. An important element of the campaign was, according to the leak, to divert attention from the Kashmir question and link the event to a broader global Islamic threat.

The detailed additional plans from the northern command of India to plant documents that allegedly connect ISI to the attack and to “forensic leaking” these materials near the site to strengthen the false narrative.

Sources suggest that the time of surgery was strategically adapted to the visit of US Vice President JD Vance to India, possibly to withdraw international support for India’s terrorist fighting.

Interestingly, the emergence of the document has led some observers to speculate on dissent in Raw themselves, with claims that the leak reflects resistance to Hindutva ideology from elements within the agency. Indian authorities reportedly investigate the source of the leak.

The document also refers to a backup plan in the Shopian area if the primary plot was compromised. In addition, it includes military instructions to avoid promoting more than 1.2 km across the control line (LOC) with warnings that any violation over 1.3 km can trigger mediation from the United Nations or China.

The document mentions an alternative operational route, the code name “Tango-Echo”, to be stored in the standby under the identifier “INPOPACOM.”

Defense analysts in Pakistan believe that the leaked files point to a coordinated and approved operation of RAW, describing it as part of a wider pattern of fake flag surgery. “Modi government has a history of exploiting civilian losses to achieve political goals,” commented an analyst, claiming that the leak further exposes India’s policy in Kashmir.

At the time of reporting, the Indian government had not officially responded to the claims or approved the leaked material.
