- They claim Volt Typhoon would lurk in American critical infrastructure in case of war with US over Taiwan
- The campaign was a failure when the threat actors were removed, says NSA
Volt Typhoon, a Chinese state-sponsored threat actor who targeted critical American infrastructure could not reach its main goal-to maintain long-term, invisible persistence in key.
This is according to senior cyber security officials from the National Security Agency (NSA) and the Federal Bureau of Investigation (FBI).
The agents who spoke at the recent international conference on cyber security at Fordham University in New York City discussed the “Typhoon” campaign as a whole and confirmed that it was the basis for a potential escalation of conflicts over Taiwan.
No persistence maintained
“The good news is that they really failed. They would continue in domestic networks very quietly for a very long time, so if and when they needed to disturb these networks, they couldn’t be successful in this campaign,” said Kristina Walter, director of NSA’s CyberSecurity Collaboration Center.
“We, with the private sector, with the FBI, found them, understood how they used the operating systems, how they use legitimate credentials to maintain persistence, and frankly we equipped the whole private sector and the US government to hunt for them and discover them.”
However, being able to violate security systems and access to critical infrastructure should be cause for concern in itself.
In mid -March 2025, it was reported that Volt Typhoon had access to Massachusetts ‘Littleton Electric Light and Water Departments (LELWD)’ s Operational Technology (OT) network for ten months in 2023. Intraction lasted from February to November 2023.
Before that, in January 2025, Volt Typhoon was allegedly targeted at the critical infrastructure of Small Island Nation Guam, who was looking to disturb and sabotage services in the region, reportedly targeting GPA (Guam Power Authority) to create destruction on the island, which is home to a major US military base.
