Punjab assembly speaker Malik Muhammad Ahmad Khan wants the opposition to provide written insurance on strict compliance with different conditions, including firmly according to the procedural rules.
Speaking to journalists, the speaker, who is apparently under pressure to send disqualification references against Pakistan Tehreek-E-Insaf’s (PTI) 26 suspended MPAs, quoted constitutional reasons for the move.
He said he had previously let the house do hostages and favored the opposition, but this would not happen now. He accused the resistance of abusing his obscurity.
“The opposition will have to carefully implement rule 223 in the procedure for the procedure, and there will be no compromise in the future of violent, humiliating and violent behavior,” he made clear.
The speaker said that some noise had been raised under speeches from the leaders of the house in the past, but no one had used the derogatory, inhuman, immoral and disrespectful languages said by the PTI legislators during the recent speech by Chief Minister Maryam Nawaz.
“If there is a right to protest, there is also a right to speak where everyone should be heard respectfully,” he said.
“Enough is enough, no hooliganism will be tolerated now, come what can,” warned the speaker Khan.
He said the opposition had previously detained his obligations, which is why he demanded the obligation to comply with the conditions in black and white.
The speaker said he would run the house smoothly, where each member, including women, could express their views without disturbance. “There are some democratic norms that need to be followed by the opposition by giving respect to others if they want respect for themselves,” he added.
He said Article 63 (2). 2, of the Constitution, says it is the speaker who decides whether a question of disqualification of a member arises. If the speaker does not make a decision within 30 days, the case is automatically referred to the Election Commission in Pakistan (ECP).
He said he had received three applications from Mujtaba Shujaur Rehman, Ahmad Iqbal and Iftikhar Chachar, which were not references but constitutional applications that must be decided strictly in accordance with the Constitution.
Malik Muhammad Ahmad remembered that 22 MNAS of PTI in 2017 had approached speaker Sardar Ayaz Sadiq and demanded action under Article 63 (2). 2, on the basis of a statement from former Prime Minister Nawaz Sharif. When the case was not resolved within 30 days, the Supreme Court Suo Motu -warning, which was constitutionally controversial, took.
He said he had called on both the government and the resistance to resolve cases through dialogue. Discussions were held on five key points, where both sides agreed that poor language, sloganering and human rights violations would be unacceptable in parliament and that the constitution should be fully respected, he added.
The speaker said there had never been chaos in parliament during a top minister’s speech. While the opposition has the constitutional right to protest, it is equally important to maintain parliamentary norms and the holiness of the house.
He reiterated that he does not believe in character assassination or humiliation of any member, nor will he prevent anyone from speaking. However, the behavior, aggressive behavior and actions of mobs such as throwing books are unacceptable.
He said the speaker of the Khyber-Pakhtunkhwa assembly had sent him a letter about suspension of opposition members, to which a detailed response would be sent along with constitutional interpretations.
The Punjab assembly speaker said his goal is not to undermine anyone, but to protect the holiness of the house while remaining within the constitutional framework.
He said a decision would soon be made and what would be decided would be documented and agreed by both the government and the opposition to ensure a more conducive atmosphere in parliament to move forward.
