Islamabad:
A Public Accounts Committee (PAC (PAC) Under Committee reviewed several audit reports on the defense production department on Thursday and raised concerns about false bank guarantees, unmet contingent and irregular appointments.
The panel, led by Naveed Qamar, examined audit reports for fiscal years 2011-12, 2012-13, 2014-15 and 2021-22.
The auditors revealed that M/S Pak Turk had submitted false bank guarantees, while securing contracts for the purchase of pulses and basmati -ris. Officials in defense production said the company has since been blacklisted and that the case is in trial.
The PAC members questioned why the bank guarantees had not been verified at the time of submission and instructed the federal investigative agency (FIA) to be included in the probe.
An audit report also pointed out that PAC Kamra could not recover guarantees worth RS26.9 million, $ 2.5 million, 2.6 million euros and € 870,000 from various contractors.

The subcommittee also discussed Karachi Shipyard’s decision to park RS2.34 billion in business banks. By calling it a decade old topic, Qamar said the case should now be regulated through the Ministry of Finance.
The auditors further emphasized that the Karachi yard had not recovered RS550 million in the quota from different clients. The committee subsequently decided the objection.
Another revision of revision related to recruits without advertising at Karachi Shipyard was also taken up.
The officials explained that the hiring of emergencies was performed to start working with the Hangor Submarine project, while Chinese engineers who worked on site required immediate medical support. A consultant was therefore increased as DGM Medical. PAC later disposed of the para.
