PTA begins License Process for VPN Service Providers

Pakistan Telecommunication Authority (PTA) has initiated a license to VPN service providers under the “Class License” category, which marks a significant step in regulating data services in the country.

On Monday, PTA approved the applications from two companies for the allocation of classrooms for the provision of VPN services, confirmed an official statement.

“This initiative allows companies to use VPNs for legal purposes, ensuring data security, privacy and regulatory compliance while promoting transparency,” PTA said in the statement.

PTA repeated its commitment to supporting companies in meeting their connectivity needs responsibly and called on more VPN service providers to apply for a license.

In November 2023, the Telecommunications Authority introduced a streamlined process for registration of private Internet gateways after unregistered VPNs were blocked in Pakistan. The legislative step aimed to improve internet security and protect users from potential threats.

VPNs are widely used across the globe to access limited content where Pakistan is no exception. Citizens have been dependent on VPNs to access the X platform (formerly Twitter), which has been banned in the country since February 2024 due to “national security concerns.”

The growing censorship has driven the increased use of VPNs, with problems such as difficulties in sending media files via WhatsApp, which still persists for some users.

In response, PTA, in collaboration with the Ministry of IT & Telecommunication (MOIT&T), Pakistan Software Export Board (PSEB) and Pakistan IT association Det and e -commerce sectors.

“The simplified framework supports uninterrupted access for IT companies, freelancers and other stakeholders who strengthen PTA’s obligation to Pakistan’s expanding digital economy,” the declaration concluded.
