RawalPindi Cantonment Board (RCB) has released thousands of messages about the reassessment of residential and commercial buildings located along the median strip between Peshawar Road and Colonel Sher Khan Shaheed Road.

The move follows the solution of a long -term municipal border with Capital Development Authority (CDA) of the federal cabinet.

The reassessment once it was completed is expected to generate a further annual revenue of RS2 billion for Rawalpindi Cantonment Board (RCB). Property owners who receive messages have been instructed to submit ownership and other relevant docums to RCBs within 15 days. Failure to comply will result in a fine of RS10,000 per year. According to sources, the municipal border between RCB and CDA dating back to 1980 was settled after a federal cabinet decision.

As a result, Cantonment Board has begun to reassess properties in the recently designated municipal areas under its jurisdiction.

Announcements have been issued for submission of document, while property owners with outstanding tax obligations receive warning messages. According to a completed assessment covering properties worth RS6 billion, tax messages were now sent to owners who had previously detained payments, citing the border conflict.

In the meantime, during the revision of unused properties, owners required to provide the necessary documentation for tax evaluation.

The RCB is reportedly facing serious financial burden struggling to pay personnel wages on time and clear outstanding payments to contractors for completed development projects.

A significant part of the board’s budget is allocated wages, supply services and operating expenses, leaving minimal funds for infrastructure development.

With the recent border resolution, RCB expects an annual revenue boost of RS2 billion from the collection of property taxes.

Tax Superintendent Muhammad Siddiq stated that the reassessed areas have been categorized into two groups – one where assessments have been completed and RS6 billion. In unpaid taxes are due and another where there are pending assessments, which requires document submissions from property owners.

Assistant Secretary and RCB spokesman Rashid Saqib confirmed that Execonment Officer Ali Irfan Rizvi has instructed strict enforcement of tax collection under a zero-tolerance policy.

All measures, he assured, will be implemented within the legal framework.

RCB was established in 1849 with its borders formally defined in 1957.

In contrast, CDA was formed in 1960, when Islamabad’s district boundaries were completed in 1963.

The municipal border wedding led to legal battles in different courts, which ultimately resulted in a Supreme Court Directive for the federal cabinet to resolve the issue.
