RDA sans finance head after Rs2b scam

The Directorate of Finance continues to function under officials holding additional charges

Despite a financial scandal involving the transfer of more than Rs2 billion from an official account, the finance directorate of the Rawalpindi Development Authority (RDA) is yet to see permanent appointments to key posts under the finance cadre. The directorate continues to be run through additional charges and general cadre officers.

According to details, over Rs2 billion was allegedly transferred in May 2025 from an official account through CDR (Call Deposit Receipt) resets to fictitious companies and individuals. Subsequently, millions of rupees were also allegedly transferred from contractors’ security deposits. But even after the scandal surfaced, no permanent finance cadre officers have been appointed in RDA’s finance directorate. Almost nine-and-a-half months later, affairs are still being managed through officers who have additional charges or belong to the general cadre, raising concerns about the risk of further irregularities.

By the time the financial scandal came to light, the then Permanent Director Admin and Finance, Asif Janjua, resigned after completing his tenure within a month. The Deputy Director of Finance, (Late) Junaid Taj Bhatti had earlier been transferred to DG PHA Sialkot. In his vacant seat, Deputy Director Ahmed Sohaib Qazi was appointed and given the additional responsibility of Director of Administration and Finance. Later, Masood Arshad was assigned the responsibility of Deputy Director of Finance and subsequently assigned the additional responsibility of Director of Finance after the retirement of Ahmed Sohaib.

Soon after, the charge of Chief Financial Officer was withdrawn from Masood Arshad and handed over to Iftikhar Janjua on an additional basis, while Masood Arshad was shifted to the state executive. The post of Deputy Director Finance was then given to Assistant Director (General Cadre) Shoaib Khan. Later, the responsibility for CFO was taken back from Iftikhar Janjua and handed over to IT employee Daud Malik. Most recently, the additional responsibility of Finance Director has again been handed over to Director of State Management, Abgine Khan.
