The scandal involved unauthorized transfer of RS1.94 billion in public funds for different companies and individuals through call deposits (CDRs). In the first phase of corrective actions, the promotion of building inspector Nadeem Jamal has been suspended. Originally worked in the engineering department, Jamal was promoted from class 11 to build superintendent (class 16) and then to Assistant Director Engineering (Class 17). However, a new directive has now stopped the implementation of his latest promotion, pending the committee’s final decision. In parallel, considerable switching has taken place within the finance department. Sohaib Ahmed Qazi, former director financing, has been named Deputy Director State Management while continuing to receive an extra fee for director financing and administration. Meanwhile, Masood Arshad, former Deputy CEO of state management, has been awarded as Deputy CEO Finance. According to the new management, both officials will sign all checks up to RS0.5 million and jointly manage the bank account used for RDA personnel salaries, pensions, utility bills and other routine expenses. It is worth noting that a double-signatory system for control of higher value was already on space-demanding signatures from both the Director-General and CEO financing for amounts exceeding RS0.5 million. Years of weak supervision and poor monitoring, however, enabled manipulation of the CDR mechanism, which ultimately led to the massive substrate. Studies suggest that the CDR-based system remained uncontrolled for almost a decade, enabling widespread abuse of public funds.
