Sharjeel says new e-stamping system will help citizens buy or sell property online through Pakistani missions

Sindh Information Minister Sharjeel Inam Memon on Wednesday termed the launch of digital property registration as a revolutionary and historic initiative for overseas Pakistanis, calling the new system useful in eliminating longstanding hurdles faced by foreigners in buying and selling properties.
“Under the new mechanism, overseas Pakistanis will be able to complete sales slips online through Pakistani missions abroad. Following amendments to the Sindh Registration Act, citizens would no longer be required to appear in person at registration offices,” Sharjeel said in a statement.
He said the NADRA-linked e-registration system has introduced biometric and facial verification to ensure transparency and security. “These measures will not only restore the confidence of overseas Pakistanis but will also help curb real estate fraud,” he added.
Sharjeel further stated that the e-stamping system has been handed over to the Sindh Information Technology Company (SITC), describing it as a major step towards digital autonomy in the province. In this regard, he said, a five-year service agreement has been signed at Rs7 million per month with an annual increase of 10 percent.

The minister said the e-stamping initiative would streamline revenue collection and offer modern facilities to citizens, including a mobile application, paperless stamp duty and two-factor authentication.
He said a modern fruit and vegetable market would be established in Larkana at a cost of Rs 4.8 billion. to strengthen the agricultural economy. The project will include a boundary wall, modern drainage system, administrative block, medical facilities, banking services and a green belt to facilitate farmers and traders.

The minister also announced that consumer courts would be converted into traffic courts to ensure speedy disposal of traffic-related cases and speedy justice to citizens.
He revealed that Rs342 billion was frozen in 635 cases in the form of bank guarantees, which adversely affected development activities. However, he said that the Sindh Cabinet has approved a comprehensive settlement of the Sindh Development and Maintenance of Infrastructure Cess dispute. According to the agreement, 15 percent of the stated quota is paid in three phases, while the remaining amount is recovered in 12 equal annual installments.
Sharjeel added that under the Export Facilitation Scheme, complete exemption is given for re-exports to promote trade and economic activity.
He further announced that the Sindh government has decided to expand protected mangrove areas in the Indus delta. In this regard, 405,002 acres of tidal land in Sujawal district has been declared protected forest which will serve as a natural barrier against cyclones and tidal waves.

According to the international standards, he said, 25 percent of the land should be covered by forests, while Sindh currently has only 10 percent protected or reserved forest area. With this decision, the already protected 566,298 hectares in the Indus Delta will further increase, he added.
