Update aligns Pakistan’s licensing framework with international non-proliferation standards

ISLAMABAD:

Pakistan has formally notified revised national control lists under the Export Control Act, 2004, and is updating the items requiring prior export licensing as part of a continuing effort to align national regulations with evolving international non-proliferation standards.

According to an official notice issued under the Export Control of Goods, Technologies, Materials and Equipment Related to Nuclear and Biological Weapons and Their Delivery Systems, 2004, the updated lists provide export licenses from the Ministry of Foreign Affairs’ Strategic Export Control Division.

According to the notification issued by the Ministry of External Affairs, the revised control lists were published in the Gazette of Pakistan through SRO 1977(I)/2025 dated 13 October 2025 and have been made available on the official website of the Strategic Export Control Division for public access and guidance on compliance.

“In exercise of the powers under the Export Control of Goods, Technologies, Materials and Equipment Related to Nuclear and Biological Weapons and Their Delivery System Act, 2004 (SECA-2004), the Government of Pakistan has notified the updated national control lists of items requiring an export license from the Strategic Export Control Division (SECDIV), the Ministry of Foreign Affairs said,” the Ministry of Foreign Affairs said.

“The updated lists have been published in the Gazette of Pakistan vide SRO 1977(I)/2025, dated October 13, 2025, and are available on the website: www.secdiv.gov.pk,” it added.

First introduced in 2005 and revised several times since, the latest update reflects continued harmonization with regimes including the Nuclear Suppliers Group, the Missile Technology Control Regime and the Australia Group, following consultation with relevant ministries to maintain effective, internationally aligned export controls.

“This announcement underscores Pakistan’s determination to further strengthen its export control regime and reaffirms its role as a responsible technology possessor state firmly committed to the goals of non-proliferation and the fulfillment of its international obligations,” the statement said.
