The United States is considering a plan to facilitate sanctions against Russia as President Donald Trump moves Reuters.

The White House has instructed state and Treasury’s departments to prepare a list of sanctions that could be repealed with US officials expected to discuss the proposals with Russian representatives in the coming days.

The plan reportedly includes facilitating restrictions on selected Russian units and oligarchs.

While officials are routinely preparing opportunities for sanction policies, this direct request highlights Trump administration’s willingness to negotiate on sanctions relief as part of a broader strategy for conversations with Moscow. It is still unclear what Washington can apply in return.

Trump has taken a different attitude than the previous administration, which introduced harsh sanctions against Russia after his invasion of Ukraine 2022.

Although he had previously threatened harder sanctions if Russian President Vladimir Putin refused to negotiate, Trump officials have recently recognized the opportunity to facilitate restrictions.

Treasury secretary Scott Bessent suggested in a recent conversation that Russia could receive financial relief depending on its approach to negotiations. Trump even said February 26th that sanctions could be lifted “at some point.”

Moscow has signaled the interest in economic cooperation, especially with regard to rare soil minerals. However, any formal agreement is likely to require the United States to relax sanctions and raise questions about the future of US policy towards Russia.
