Top RDA -Employees Called in Massive Scandal

The Punjab Chief Secretary has noticed the alleged major economic scandal of RS1.94 billion in Rawalpindi Development Authority (RDA) and called RDA -HERFORY Director (DG) Kinza Murtaza to perform for a special investigation into the committee in Lahore.

There are strong indications that she can be removed from her position and made an officer at Special Duty (OSD).

Studies of the scandal are already underway by both the National Accountability Bureau (NAB) and Anti-Corruption Establishment.

According to sources, between 2016 and 2017, payments totaling RS1.94 billion were made to different companies and individuals from RDA’s account through call deposits (CDRs).

These banking transactions were never examined by the then DGS or Directors of the Administrator and Finance who had signed authority during that period.

This complete lack of supervision paralyzed economic discipline and transparency mechanisms within RDA, sources say.

Malpractice remained uncontrolled until the first week of May 2025, when newly appointed Director Admin and Finance, Qazi Sohaib, began a probe and revealed the irregularities.

In a related development, former Deputy CEO Finance Junaid Taj Bhatti – who then served as DG Parks and Horticulture Authority (PHA) in Sialkot – under mysterious circumstances on May 13 at his Sialkot office.

After the discovery, the RDA DG first wrote to the Punjab Secretary of Housing for Homes who sought permission to formally start an internal study. Before receiving a response, however, she continued to send letters to DG from Punjab Anti-Corruption Department and NAB chairman and DG FIA and requested their commitment to the investigation.

This step allegedly angry the relevant provincial secretary who expressed strong dissatisfaction in a video link meeting on the case that was forwarded to external agencies prematurely, sources said.

Meanwhile, Nab has acquired the relevant items and launched a formal study. On June 3, the Anti-Corruption company’s regional director of RawalPindi called on the Rawal Pindi Regional Director and registered statements from 13 current and retired RDA officers and employees.

Sources show that DG can be removed from her position and assigned as OSD after her performance for the committee.
