- Openai for Germany is launched in 2026 for the public sector

SAP has collaborated with Openai to launch Openai for Germany, a new superb alternative designed to meet the needs of the German public sector.
The relocation means that AI tools such as Chatgpt will be available to government, administrative and research institutions while ensuring compliance with EU data sovereignty and legal standards.
Running on SAP’s Delos Cloud (Hostet at Microsoft Azure) Openai for Germany is expected to launch in 2026, but it will be a public sector offering for sovereignty compliance rather than a full public tool for German citizens.
Openai is going sovereign via SAP -Partnership
“The cooperation will allow millions of public sector employees to use AI safely and responsibly while meeting strict data sovereignty, security and legal standards,” Openai wrote.
Openai CEO Sam Altman undertook to cooperate with local partners to ensure full reach in the public sector. SAP SEE CEO Christian Klein praised the partnership: “We gather SAP SOVEREIGN cloud expertise with Openai’s leading AI technology to pave the way for AI solutions built in Germany, for Germany.”
In a separate announcement, SAP said it would expand Delos Cloud in Germany to 4,000 GPUs to support the growing demand for AI, with additional investments planned including co -location partnerships.
SAP’s long -term goals are to expand superb opportunities, both to other industries in Germany, but also to other European markets.
Collaben also supports the ‘Made for Germany’ initiative for innovation, employment gains and global competitiveness, launched in July 2025 with support for 61 companies and DKK 631 billion. EUR (EUR 733 billion).
At the same time, SAP also advertised plans to make SAP SOVEREIGN cloud capabilities available on AWS European Sovereign Cloud. Amazon’s first European sovereign cloud region is set to open by the end of 2025 and will be located in Brandenburg, Germany.
