December 30 deadline set for implementation, violations must be treated as criminal offences

The Punjab government on Friday announced new rules and regulations for kite flying for next year’s Basant festival, setting December 30 as the deadline for their full implementation.
According to the new rules, kite flying will only be allowed on structurally strong and safe rooftops. The boundary walls of the roofs shall be at least three and a half feet high. Overcrowding on the roofs will not be permitted.
Parents and guardians have been asked to ensure continuous supervision of children, who must not approach roof edges without adult supervision.

According to a statement, Punjab Chief Minister Maryam Nawaz Sharif stressed that the safety of children remains the top priority, adding that running, jumping, hanging from ledges and aggressively picking up kites are strictly prohibited.
The use of loud music, DJ systems and noise generating devices during kite flying has also been banned.
Any activity that causes disturbance to neighbors will be treated as a punishable offence.
The availability of first aid boxes at all locations has been made mandatory, with easy access ensured. In the event of an accident or emergency, citizens have been encouraged to immediately contact Rednings 1122.
In the event of an accident or violation of the law, building owners and event organizers will be held personally and jointly responsible. Reiterating that strict legal action would be taken against violators, the Chief Minister added that no one would be allowed to endanger lives under the guise of kite flying.
She directed all deputy commissioners and district police officers to ensure complete implementation of the rules.

She also appreciated the citizens for complying with the safety measures during Basant 2026 and expressed confidence that similar compliance would be observed in 2027.
She urged the citizens to follow all safety measures and assured them that the government stands with them in safe celebration of Basant.
