Government warns private schools against illegal collection of fees

Hidden charges, over-invoicing to invite strict action including cancellation of registration

The Sindh government has taken close notice of reported fee hikes and unauthorized charges by private schools, warning of suspension or cancellation of registration in case of violations.

Private Institutions Additional Director General Prof Rafia Mallah has issued a directive to all private school heads following complaints that some institutions charge fees beyond those approved by the registration authority, while others impose hidden or extra fees on parents.

According to the notice, charging fees other than the approved tuition fee without prior permission of the registering authority is a clear violation of Rule 7(4) of the Sindh Private Educational Institutions (Regulation and Control) Rules, 2005.

It further stated that under Rule 7(6), collection of tuition fees in violation of the rules or collection of additional fees without approval constitutes a punishable offense under Section 21 of the Sindh Private Education Institutions (Regulation and Control) Ordinance, 2001, making the institution liable to penalties.

Prof. Mallah directed school administrations and principals to strictly adhere to approved fee structures, display the details prominently on notice boards and in reception areas and provide copies to parents as needed to ensure transparency.

The directive also clearly prohibits the charging of hidden or additional fees beyond the approved fee.

Authorities warned that any school found violating these instructions would face strict legal action under Section 8 of the ordinance, including suspension or cancellation of its registration certificate.

Besides, all unregistered and illegally functioning schools have been asked to apply for registration within 15 days through the official online portal.

The notification also advised individuals, organizations and communities intending to establish schools to ensure compliance with all standards and facilities set by the Sindh School Education Department before applying for registration.

It warned that institutions that do not meet the required criteria will not be granted registration and action will be taken through Deputy Commissioners to shut down such schools with students to be adjusted in nearby institutions.
