The Senate’s Standing Committee on Law and Justice on Wednesday passed the Bill on Civil Court (amendments), 2025.
The Committee passed the Bill on Civil Court (amendment), 2025, as introduced by Senator Azam Nazeer Tarar, Minister of Law and Justice. The bill already passed by the National Assembly aims to reduce the rising burden of litigation on the orange of the Islamabad High Court.
The bill seeks to tackle the growing question of addiction in Islamabad High Court, which has been exacerbated by the rising real estate prices in the Islamabad territory.
As property assessments now exceed twenty -five hundred thousand rupees, a significant number of regular first appeals against civilian court decisions and decree increased the case.
Senator Tarar highlighted the need to get district courts to entertain such issues, thereby reducing the pressure on the orange of Islamabad High Court.
The committee also addressed the question of the delay in notifying the nomination of Senator Hamid Khan as a member of the Board of Directors of Legal Aid and Justice Authority.
Chairman Senator Farooq Hamid Naek instructed the nomination to be notified at the earliest and that the committee will be updated on progress.
The body of the Senate dealt with a detailed discussion on the Bill on ‘Constitution (Amendments), 2024’, introduced by Senator Munzoor Ahmed and Danesh Kumar. The bill seeking to amend Article 51 of the Constitution was discussed with input from the Ministry.
The committee noted the conclusions of the census of 2023, which revealed that Christian society is predominantly concentrated in Punjab, while the Hindu community is largely based in Sindh.
This geographical difference can pose challenges if each province is appointed as a single constituency for minority -reserved seats.
The committee chairman advised further review of the bill based on population data and in accordance with the relevant legal framework. The relocation of the bill requested further time to consider amendments.
Similarly, the Committee on the Bill on ‘Constitution (amendment), 2024’, considered introduced by Senator Khalida Ateeb. This bill was postponed due to the lack of support from the government of Khyber Pakhtunkhwa and the pending comments of other provincial governments.
The bill on ‘Constitution (amendment), 2024’, moved by Senator Aon Abbas, who proposes the creation of a new province in South Punjab, was also postponed.
In addition, the Bill on ‘Constitution (amendments), 2024’, introduced by Senator Muhammad Abdul Qadir, which proposes a change in Article 27 on quotas, was subjected to further review.
The committee chairman expressed the need to review previous judgments from the Supreme Court on the issue of time limits for quotas before continuing.
