The University of Pennsylvania was found to have “violated title IX by refusing women equal opportunities by allowing men to compete in women’s intercollegial athletics and to occupy women who were only intimate,” announced the education department’s office for civil rights (OCR) Monday.

OCR said it will give the university 10 days to be in accordance with section IX or risk of a criminal reference to the Ministry of Justice.

“Little girls who look up to Riley Gaines and Paula Scanlan can find hope in today’s action – Trump administration will not allow male athletes to invade female private spaces or compete in female categories,” said acting assistant secretary of civil rights, as Craig Trainor said in a news message.

“Upenn has a choice to make: Do the right thing for her female students and immediately comes into conformity with Section IX, or continues to promote an extremist political project that violates the federal anti -dismantling law and puts in federal funding at risk.”

Pakinomist Digital reached out to the University of Pennsylvania for comment.

OCR demanded that the school publish a statement about its intention to follow section IX along with two other key actions.

The question came from Lia Thomas’ participation in the women’s swimming team in the 2021-22 season and became the first trans-fun woman to won a national championship. Thomas also broke several records at school.

Paula Scanlan, a former teammate of Thomas’ at the time, detailed to congress laws what she was dealing with in emotional testimony in 2023.

Thomas was able to compete at the NCAA Division at the woman’s level because of the organization’s genital participation policy at that time.
