VPN usage in Iran has been Skyrocket since Friday, June 13, 2025, as citizens are looking for ways to keep access to the global internet.
Iranian authorities introduced new Internet restrictions on Friday after the first Israeli air strikes. These measures follow threats of legal acts coming from Iran’s prosecutor against media and social media users for content that “interferes with society’s psychological security,” Iranwire reported.

According to the latest data coming from the Top10VPN, the demand for the best VPN apps in Iran has seen tops of up to 707% compared to the basic level.
Specifically, the VPN use began to rise Friday by 425%, reached an increase of 530% the following day and over 700% on Sunday. While the data for Monday remains incomplete, experts recorded an increase in demand of at least 623% at the time of writing.
In comments on the results, the head of research at Top10VPN, Simon Migliano, told Techradar: “The decision of the Iranian authorities to impose internet restrictions as its citizens suffer from such incredible upheavals.
Despite these numbers, there have also been some reports of VPN -throttling as users complained that their VPN apps are not working at all times.
Is VPN’s legal in Iran?
A virtual private network (VPN) encrypts all Internet connections while the counterfeit a user’s real IP address location. This skill is exactly what is needed to bypass geo-constraints such as those in place in Iran.
Iranian authorities know this very well and have been busy preventing the use of Iran VPN over the years.
For example, by 2023, Iran was only second for China for VPN censorship. This also happened in 2024 when Iran topped the VPN censorship list over the entire country’s official app stores.
Not just VPN targeted blocking. The regime has even challenged the legality of using a VPN in the first place. In February 2024, Iran banned “unauthorized” VPNs and banned their use without a legal permit. Three months later, the government also resurfaced an Internet bill that could put the VPN use even more.
Despite all this effort, the use of VPN-like tools remains high, even after authorities lifted the 2-year-old blocking on WhatsApp and Google Play last January. Now people have turned to this immediate software a lot, regardless of the consequences.
“When your home is in danger and dear is in danger, it is critical that you can reliably access messaging apps, social media and international news sites. That VPNs are banned will be the last thing on anyone’s mind right now in Iran,” Migliano said.
